Kennedy titled, "The Loyalty Oath and Disclaimer Affidavit," concerning a provision in the National Defense Education Act requiring applicants of Federal student loans to sign an affidavit proclaiming their loyalty to the United States and denying support to any organization advocating the overthrow of the U.S. Government.
