Kennedy in South Charleston, West Virginia, and a variation of the speech given in Hagerstown, Maryland. In his speeches Senator Kennedy discusses unemployment and the importance of the Area Redevelopment Bill to bring new industry into depressed areas for job creation and stimulation of the economy.
