Folder Description
This folder contains memoranda concerning policy planning and areas of concern for national security and international relations, including Berlin, arms control, Communist China, South Vietnam, guerilla warfare, and Latin America. Also included in this folder is a memorandum to President John F. Kennedy from Walt W. Rostow, Deputy Special Assistant to the President for National Security Affairs, titled, “The Problem We Face,” discussing Cuba, Communism, Southeast Asia, and Latin America.
