Folder Description
This folder contains a copy of National Security Action Memoranda number 32 (NSAM 32) titled, “US-USSR Commercial Air Transport Agreement,” to Secretary of State Dean Rusk. Also included in this folder is a draft of the air transport agreement between the United States and Soviet Union, as well as letters and memoranda from various departments and agencies discussing the draft and offering comments and revisions.
