This file contains copies and drafts of Senator John F. Kennedy’s speech before the League of Municipalities in Ocean City, Maryland. In the speech he discusses issues arising from population growth in urban areas, and a need for redistricting to ensure urban areas are appropriately represented in government. Of note is a draft and letter with notations by the Senator.
