Pennant composed of an anchor encircled by thirteen stars on a blue field, supposedly flown on the ship USS Raleigh. USS Raleigh was one of thirteen ships that the Continental Congress authorized for the United States Navy in 1775. John Barry was appointed its captain in May of 1778. In September of that year, while under attack by the British Navy, the USS Raleigh ran aground south of Boston at Penobscot Bay. The ship was captured by the British but most the crew escaped. President Kennedy displayed this pennant on the wall of his Oval Office.
