The Personal Papers of John E. Horne (1908-1985)

Biographical Note
John E. Horne was born March 4, 1908 in Clayton, Alabama. He graduated from Troy State College, Troy, Alabama. Following a brief teaching career (1925-1926), he attended the University of Alabama, where he received his A.B. in 1933. For the next two years, Horne was a Fellow in History, earning an M.S. from the University of Alabama in 1941. During World War II, Horne served in the US Naval Reserves, holding the rank of Lieutenant. In 1947, Horne became administrative assistant to Senator John J. Sparkman of Alabama. In 1951, Horn began serving as Deputy Administrator of the Small Defense Plants Administration, predecessor of the Small Business Administration. President Harry S. Truman later appointed Horne Administrator to SDPA. Horne resigned from the SDPA in 1953, and returned as Administrative Assistant to Senator Sparkman, working in that capacity until 1961. In 1956, Horne was Assistant Campaign Manager to Adlai E. Stevenson’s Presidential Campaign. He later served as Executive Director for National Citizens Committee for Kennedy-Johnson (1960). On February 6, 1961, President John F. Kennedy appointed Horn Administrator of the Small Business Administration, serving until 1963, when President Kennedy appointed him Member to the Federal Home Loan Bank Board. On January 26, 1965, President Lyndon B. Johnson appointed him Chairman to the Federal Home Loan Bank Board. In 1968, Horne left FHLBB to become President, Investors Mortgage Insurance Company. He served in that capacity until 1970, when he was appointed Chairman to the IMIC. From 1976 to 1985, Horne was a Trustee, of the Cooperative Housing Foundation. Horne returned to teaching at his alma mater, Troy State University, as Distinguished Visiting Professor (1978-1985), while also serving as President of John E. Horne Associations (1979-1985), and Treasurer, National Housing Conference (1979-1985). John E. Horne died in 1985 at the age of seventy-seven.

Collection Overview
The papers of John E. Horne cover the years 1951 -1968, and consist of some of John Horne's papers from his tenure as Administrator, Small Defense Plants Administration, Administrative Assistant to Senator Sparkman, Administrator, Small Business Administration and Chairman, Federal Home Loan Bank Board.
