When Kennedy assumed the Senate seat in 1953 he virtually closed his Boston office and shifted the bulk of his activity to Washington. In addition to the files listed, the Washington office compiled a large clipping file which is being microfilmed by the Kennedy Library.

Senator Kennedy divided his case files for 1953 in two. This file is arranged by agency of referral; the other, the Case Files 1953-1954 (boxes 123-140) is arranged alphabetically by individual concerned. The two files do not appear to duplicate each other. The file entitled Correspondence with Government Departments was not maintained after 1953 and appears to be incorporated into the Case Files. A typical case consists of a letter to the Senator, his referral of the case to an agency, a reply from the agency to the Senator, and a reply by Senator Kennedy to the individual. Because of the often personal nature of the cases, a large portion of this series has been closed. The other case files will not be opened until enough time has passed to eliminate any improper invasion of privacy.

Carbons of outgoing correspondence arranged chronologically by year, and within the year alphabetically by addressee's name, often duplicating correspondence found elsewhere in the Senate Files. No file is present for 1954 and very little is present for 1955. There are two filed for 1956, four for 1957 for, three for 1958, and two each for 1959 and 1960. No plan can at this time be deciphered for the division of these files. The files are reviewed on request on a folder by folder basis to see if they may be made available, therefore, they may not be immediately available at request.  Researchers should note that no 1954 copy file was found.

A yearly or bi-yearly alphabetical correspondence file, including routine correspondence (such as requests for photographs, appointments, interviews, government publications), greeting cards, and invitations; also correspondence between the Boston and Washington offices, press releases, and some correspondence on the Joseph P. Kennedy Foundation, also topics of Massachusetts concern such as the Boston Naval Shipyard, Massachusetts General Hospital, and Sturbridge Village; also special events such as the Truman library Luncheon, the 1955 Hyannisport Outing, the 1958 and 1960 campaigns. Also domestic and international policy: North Africa, Education, Indo-China (including declassified correspondence from Edmund A. Gullion), etc. The 1955-1956 alphabetical file was constructed from two similar files for the same years, probably kept by two secretaries. The bulk of the 1958-1960 file originally came from the President's Office Files. This file (which originally was two distinct files itself) has been marked "POF" and kept apart from the 1958-1960 material which was always part of the Senator's files. At the end of the series is a carbon file of outgoing correspondence for 1960, arranged alphabetically.  For additional related materials, see  Addition 2005-187 .

A. Smith II from 1961 to 1962. In rearrangement the two were interfiled. The subseries consists of correspondence, memoranda, reports, printed matter, and clippings, arranged alphabetically by topic or organization. Background material on legislation as well as on a variety of domestic and foreign issues are included. Similar in nature to Background Material (boxes 784-792). Most likely the Legislative Assistant's Background Files were Theodore Sorensen's desk file and the Background Files were the working files of some other Kennedy staff member. Includes six boxes on Cape Cod National Park and a large entry on agriculture, including several drafts of speeches from the 1960 campaign. Also includes 5 boxes of miscellaneous materials that do not relate to legislation, including analyses of elections, copies of Kennedy speeches and articles, transcripts of Kennedy radio and television appearances, and congressional voting records.

Addition of June 2005 (Acc. 2005-187)

This addition to the John F. Kennedy Pre-Presidential Papers consists of items that were recovered by the National Archives and Records Administration, on behalf of the Kennedy Presidential Library, from the estate of Robert L. White. White obtained the material from Evelyn Lincoln, President Kennedy’s secretary, who improperly removed and then sold or gave away the material. Had they not been separated by Lincoln, materials in this addition would have been placed in the John F. Kennedy Pre-Presidential Papers, Subcollection 3, Senate Files, and Subcollection 4, 1960 Campaign Files. Within the Subcollections, the majority of the documents should originally have been filed in Series 6.8. General Files. Other items were judged to belong in Series 6.5. Immigration and Claims Case Files, Series 8.4. Invitations, Series 9.1. Legislation Introduced or Co-Sponsored, Series 10.1. Office Operations Files, Series 12.1. Speech Files, Series 12.5. Press Releases, Series 13.1. Pre-Convention Political Files, Series 13.2. Post-Convention Political Files, Series 14.4. Religious Issue File, Series 15.1. Speeches, Statements, and Sections, Series 15.3. Political Pamphlets and Issuances of the Democratic National Committee, and Series 15.10. Campaign Literature, Series 16. Presidential Election Congratulations, Series 17.4. Post Election Political Files, and Series 17.5. Task Force Reports.

In cases where the intended file location was typed or handwritten on the documents, those documents were placed in folders bearing titles that matched the file location indicated. Documents that were not marked in this way were organized as closely as possible to the original filing system, according to the processing archivist’s judgment. For example, a letter written to Senator Kennedy in 1954 from a constituent requesting an autograph would be placed in a folder entitled “General Files, 1954: Requests,” as a folder with that title already exists in the original collection. A program from a 1953 Memorial Day Ceremony was placed in a folder entitled “General Files, 1953: Memorial Day Ceremony,” even though no such folder exists in the original collection. Descriptive notes inserted by Mrs. Lincoln long after the creation of the documents were placed in folders entitled “Lincoln, Evelyn.” In the few cases when an appropriate file location was too difficult to determine, documents were placed in folders entitled “Miscellaneous.” The arrangement in which the material arrived did not appear to be meaningful, as the folder titles did not correspond with the filing system that is reflected in the original finding aid. However, a detailed description of the original location of the material as it was received is available.

This addition includes eleven folders of 1960 Democratic National Convention material that makes up Series 13.4., a new subseries within the 1960 Campaign Subcollection. Four folders of additional material from the 1960 Convention can be found in the President’s Office Files (POF) in the series entitled “Special Events through the Years.”

Note that, while this addition has not been integrated into the original deposit, it has been arranged according to the organization scheme of the previously deposited materials (with Series 13.4. added).

Series 6.8. General Files, 1953-1960.

Arrangement: chronologically by year, alphabetical by subject thereunder.

This series mainly consists of correspondence between Senator John F. Kennedy (or his secretary, Evelyn Lincoln) and friends, colleagues, and the public. Subjects of interest include the Massachusetts State Democratic Party and Massachusetts politics in general, the 1956 Democratic National Convention, particularly the selection of Massachusetts delegates and Kennedy’s bid for the Vice Presidential nomination, Adlai Stevenson’s campaign for president in 1956, and Kennedy’s own campaign in 1960. Also of interest is correspondence in which Kennedy discusses his research for what would become his Pulitzer Prize winning book, Profiles in Courage. Other material includes requests from the public for autographs, appointments, or assistance, transcriptions taken by Kennedy’s secretaries regarding tasks to be done, letters of congratulations to and from Kennedy, and newspaper clippings.
