Index to STANDING GROUP MEETINGS, 1962, 1963

There were evidently two phases to the Standing Group. The first, from January 1962 to August 1962, was a small group consisting of the Undersecretary of State for Political Affairs as Chairman, the Deputy Secretary of Defense, the Director of Central Intelligence, and the Special Assistant for National Security Affairs. Bromley K. Smith acted as secretary. The group met at 2:30 P.M. on Fridays.

The second phase began in the Spring of 1963, following some careful consideration of purpose, composition and functions by McGeorge Bundy, Robert Kennedy, and others. They realized the need for some sort of regularized form of interdepartmental coordination, but did not want to recreate the old Operations Coordinating Board. The group that began meeting in April 1963 was larger than the earlier Standing Group. McGeorge Bundy, the Special Assistant for National Security Affairs, acted as Chairman. Members included: the Undersecretary of State for Political Affairs, the Deputy Secretary of Defense, the Director of the Central Intelligence Agency, the Chairman of the Joint Chiefs of Staff, the Attorney General, the Undersecretary of the Treasury, the Director of USIA, the Administrator of AID, the Special Counsel to the President. Others appeared with the Group as needed for briefings or comment. The Group met on Tuesdays at 10:30 A.M.

The Executive Committee of the National Security Council was established by NSAM #196 of 22 October 1962. The President was the Chairman. Other members included: the Vice-President, the Secretary of State, the Secretary of Defense, the Secretary of the Treasury, the Attorney General, the Director of the Central Intelligence Agency, the Undersecretary of State, the Deputy Secretary of Defense, the Chairman of the Joint Chiefs of Staff, the Ambassador at Large, the Special Counsel to the President, and the Special Assistant to the President for National Security Affairs.
