The Subject File is for correspondence pertaining to the functions and operations of the White House, the Federal Government, foreign and other governments, and correspondence from private companies or individuals. Material to be placed in the Subject File is segregated in two categories, "EXECUTIVE" and "GENERAL"
(1) Executive Material. "Executive" material consists of correspondence and other papers of particular importance because of source or nature. These generally include incoming letters and other Aimportant" documents received from agencies, Members of Congress, and other prominent correspondents. It may also include such letters even though no action was taken on them at a high level. It always includes copies of outgoing letters and other documents which were acted upon by or brought to the attention of the President personally or a designated top White House official.
(2) General Material. "General" material is that received from the public at large and other sources which, while important because it is addressed to the President, is not as important from the viewpoint of level handling or subject matter as the "Executive" material. "Generall" includes all letters and documents which are not classified in the "Executive" category and, for example, may include routine communications from Members of Congress. When there is a doubt about the correct category for a document, it is always filed in the "Executive." Cross reference is not made between the "Executive" and "General" categories.
The file is organized according to an alphanumeric system divided into the following 62 subject categories, with numerous cross-references:
AGRICULTURE (AG):
Boxes 1-3
Material pertaining to the acquisition and dissemination of information on agriculture programs; experiment station programs; research in crop and livestock production; farm management; pest control; marketing; home economics and nutrition. Except crop insurance (IS 2), farm loans, credit services, and systems (FI 5-1); forests and forestry (NR 3); "Market News" and similar Agriculture Department publications (PU 1); soil and water conservation (NR); specific agriculture products (CM); storage and shipping of agriculture products (TN).
ARTS (AR):

Material pertaining to the fine arts such as painting, drawing, sculpture, poetry, prose, music, dancing, engravings, and dramatic art. Except gifts and interests of the President (PP), architecture (RA 4), and theaters (RE 20).
ATOMIC ENERGY: (AT):

Material pertaining to the research, development, use, and control of atomic nuclear energy for non-defense purposes such as improving the general welfare, increasing the standard of living, and strengthening free competition in private enterprise. Except atomic warfare (ND 20-1); atomic weapons, defense, and security (ND 21).
BUSINESS ECONOMICS (BE):

Material pertaining to domestic commerce, industries, and national economy such as business trends, trade practices, costs and standards of living, inflation, economic controls, national income, effect of automation, recessions, depressions, and prosperity. Include also matters pertaining to patents and inventions, copyrights, trademarks, regulations, and controls over inventions. Except international trade (FG 3-3), tariffs (TA), and transportation (commerce) (TN).
CIVIL AVIATION (CA):

Material pertaining to safety regulation, air commerce, air freight, development of aeronautics, the control and use of navigable airspace, research and development of air navigation facilities, development and operation of a common system of air traffic control, and navigation for civil aircraft. Except airspace reservation (outer space) (OS 5), Federal aid for airport construction (FA 1), and military aviation (ND 1).
COMMODITIES (CM):

Material pertaining to specific commodities, equipment, and supplies such as wheat, meat, automobiles, horses, nuts, file cabinets. Include commodity weights, measures, and standards. General material about a specific item is filed here. Except equipment and supply procurement and disposal (PQ), export-import of commodities in relation to international trade (FO 3-3-3), legislation on commodities (LE), metric system (SC 8), and tariffs on commodities (TA).
COUNTRIES (CO):

Material pertaining to specific countries, continents, continental and geographic areas. This category covers countries, foreign governments, officials and representatives such as heads of state, ambassadors and consuls. It also includes material regarding areas and groups of countries (i.e., the Solid South; the New England States; the Asian Bloc; the Middle East; the Slavic Bloc; and the Communist Bloc). Except disasters in foreign countries (DI), outer space (OS), programs of a general nature in foreign countries (FO), and trips to foreign countries (TR).

These include all types of invitations such as those to speak, visit, attend dinners and banquets, and trips to specific cities, states, or countries. The invitation may be accepted or not accepted. (If the invitation subsequently becomes a significant part of another subject (e.g., a trip), it may be refiled as a unit by substituting a quick copy cross reference, showing the new file code.) JUDICIAL - LEGAL MATTERS (JL):

Material pertaining to the judiciary and judicial procedure; crimes and criminal procedure including criminals, crime conditions, and investigations; and for legal material of a general nature pertaining to claims, litigations, decisions, opinions, interpretations, and notaries. Speeches, addresses, talks, and statements by the President or read for him and speeches made by his staff and others. Includes background materials, such as press releases concerning speeches, clearances, speech suggestions, and letters of congratulations or criticism. Except material pertaining to political addresses (PL/ ST #) and press conferences (PR 18-2).
STATES - TERRITORIES (ST):

Materials pertaining to the organization of state and territory agencies (Includes possessions, commonwealth, and trust territories), departments, offices, and commissions; their organization, reorganization, functions, and responsibilities. Use also for governors' conferences, states rights, legislative matters, Federal-state relationships, reports, and statistics.
TARIFFS (TA):

Material pertaining to imports or exports from any foreign country into the United States and its possessions. Include all matters pertaining to the General Agreements on Tariff and Trade (GATT). Use the description provided in the TARIFF ACT to determine what is included in specific schedules of the Act. Includes trade agreements. Except material pertaining to exports-imports in relation to international trade (FO 3-3-3); international trade (FO 3-3); and tariff legislation (LE/TA).
TRANSPORTATION (TN):

Material pertaining to passenger and freight transportation by rail, highway or water, including services such as stevedoring, packing, load, and unloading; pipe line transportation; and warehousing. Includes all matters pertaining to a trip such as invitations, plans, stops, and visits enroute, itineraries, letters of thanks or comments about the trip, persons visited and letters to or from them. Trip approvals and refusals, and pro and con letters about a trip are also included in this subject. (Each trip constitutes in effect a case file with an assigned number and may be subdivided by subjects, country, or state file symbols if the quantity requires.)
