The White House Files of James M. Landis (1889-1964)

Biographical Note
In 1960, James M. Landis, former member of three regulatory agencies and dean of Harvard University Law School, was requested by President-elect John F. Kennedy to prepare a Report on Regulatory Agencies . This report was published in December 1960. Landis was appointed special counsel to President Kennedy and served in this capacity from January to September 1961. President Kennedy accepted Landis's recommendation for centralizing more power in the agency chairmen, and on April 13, 1961, President Kennedy presented a "Special Message to Congress on Regulatory Agencies." He subsequently prepared and transmitted to Congress reorganization plans for seven regulatory agencies, prepared in accordance with the Reorganization Act of 1949 (see list below).

Collection Overview
The Presidential papers of John F. Kennedy consist of several major bodies of research material. The White House Central Subject File is the principal White House file. The White House Name File contains copies of most incoming correspondence arranged alphabetically by name of correspondent and is cross-referenced to the Subject File. The Chronological File contains copies of documents prepared for the President's signature and is also cross-referenced to the Subject File. The Social File contains the records of the White House Social Office and includes the correspondence of the First Lady. The President's Office File contains the papers maintained by the President's personal secretary for his use. The National Security File contains the records of the staff of the special assistant to the President for national security affairs.

In addition, in what were called in the White House "storage" or "overflow" files are found various miscellaneous materials and the records of the offices of most members of the President's staff. The files described in this finding aid constitute one of the series of White House staff files included in the Presidential papers of John F. Kennedy.

The White House Staff Files of James Landis were generated during 1960 to 1961, and contain extensive documentation on the reorganization effort. The files are organized into four series: Agencies, Correspondence, Reorganization, and Subjects. In general, the files include correspondence in response to the Landis report and President Kennedy's appeal for a major reorganization; drafts of reorganization plans; testimony and legislative documents; agency reports; and information on regulatory issues.

Series 1. Agencies, 1960-1961.
Arrangement: by agency.

There are two sets of Agencies files within this series. The first and larger of the two sets (15 boxes) deals with the agencies Landis was concerned with when he wrote his Report on Regulatory Agencies . The second set (3 boxes) contains information on various agencies that did not come under the direct scope of the Landis report.   Material consists of correspondence, miscellaneous, news clippings, press releases and reports. In some instances, correspondence has been further arranged into memoranda files. The correspondence and reports files are arranged alphabetically by name and title respectively. News clippings and press releases are arranged chronologically.  There are, in general, four types of correspondence: congratulatory notes regarding Landis's appointment by President-elect Kennedy; correspondence recommending various improvements for the different agencies; requests for consideration in agency job appointments; and requests for aid in personal problems.  The bulk of the material is contained in the "reports" category including but not confined to published reports and studies conducted by congressional committees, trade associations, and management consultant firms. Studies were also generated by private individuals such as scholars and attorneys who specialized in fields directly related to the regulatory agencies. The "reports" category also contains speeches and recommendations by top agency officials, as well as recommendations by those further down the agency hierarchy. Industry publications, relevant court cases and hearings, and agency annual reports are all listed under "reports". Original folder titles were generally retained. Minor changes were made to maintain internal consistency.

Arrangement: by type of material.

This series documents the development of the seven reorganization plans that President Kennedy submitted to Congress in 1961. (See list at end of Collection Overview Note.) The material comprising each of the seven reorganization acts is further arranged into four files: "correspondence", "drafts", "government publications (related)" and "testimony."  The "correspondence" files are arranged chronologically and include letters and memoranda expressing positions on the reorganization drafts, and progress of the reorganization bills in the Congress. The "drafts" files contain drafts of the President's message to Congress for each of the seven reorganizations plans. The plans were each transmitted with an introductory statement.  The "Government publications (related)" files contain the White House press releases of the reorganization plans, the House and Senate documents of same and House and Senate resolutions in favor or not in favor of the reorganization plans. The "Testimony" files include statements before the appropriate Congressional committees and subcommittees.

Series 4. Subject, 1960-1962.
Arrangement: alphabetical.

This series contains subject files arranged into correspondence, miscellaneous, news clippings, press releases and reports. As in Series 1. Agencies Files, correspondence is sometimes further arranged into memoranda. The Subject Files from 1960 to 1961 contain information on a wide range of topics, including the 1961 Administrative Conference, conflict of interest, telecommunications and various transportation related subjects.  The Subject Files from 1962 appear to be distinct from the 1960-1961 Subject Files in subject matter. "Foreign Trade Clippings" folders contain newspaper clippings primarily from the New York Times and the Wall Street Journal from December 1961 to July 1962. These clippings focus on the U.S. economic policy shift towards freer trade through reduction in tariffs.  The "Trade Expansion Act of 1962" folders comprise memoranda and correspondence relating to the appearance of witnesses before the House Ways and Means Committee to testify on the Trade Expansion Act.
