White House Staff Files 1961-1963
Administrative assistant, Office of Personnel (1961-63). Background materials on rules, laws, and traditions of the Federal Service; memorandums about Federal bureaus and agencies, the Civil Service, etc.

According to the letter of transfer 1965, copyright of these materials has been assigned to the United States.  Documents in this collection that were prepared by officials of the United States as part of their official duties are in the public domain. Copyright
The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Provenance
The White House staff file of Joseph E. Winslow, Administrative Assistant to the Staff Assistant in the Office of Personnel and miscellaneous Staff Services, was donated to the John F. Kennedy Library in 1965 as part of the papers of John F. Kennedy.

The White House Files of Joseph E. Winslow (#8.30)


Biographical Note
Joseph E. Winslow served as Administrative Assistant in the Office of Personnel and Miscellaneous Staff Services from January 1961 through November 1963. The Office was headed by Richard Maguire, Staff Assistant to the President, and it consisted of two sections headed by George O'Gorman and Dorothy Davies. Winslow worked for O'Gorman, who was Staff Assistant to Maguire.


Collection Overview
The Presidential papers of John F. Kennedy consist of several major bodies of research material. The White House Central Subject File is the principal White House file. The White House Name File contains copies of most incoming correspondence arranged alphabetically by name of correspondent and is cross-referenced to the Subject File. The Chronological File contains copies of documents prepared for the President's signature and is also cross-referenced to the Subject File. The Social File contains the records of the White House Social Office and includes the correspondence of the First Lady. The President's Office File contains the papers maintained by the President's personal secretary for his use. The National Security File contains the records of the staff of the special assistant to the President for national security affairs.

In addition, in what were called in the White House "storage" or "overflow" files are found various miscellaneous materials and the records of the offices of most members of the President's staff. The files described in this finding aid constitute one of the series of White House staff files included in the Presidential papers of John F. Kennedy.

The White House Files of Joesph Winslow consists of extensive background materials on the rules, laws and traditions of federal service and of his correspondence with other federal officials on different aspects and problems related to federal service and employment. Most of the correspondence consists of memoranda between Winslow and his superiors, O'Gorman and Maguire. Researchers will find this a useful file for documenting the federal service as it was in 1961-1963. 


Note to Researchers
The Winslow file was originally received in two parts, each containing similar material arranged alphabetically according to subject. While the original folder titles have been retained, the folders have been interfiled into one alphabetic subject file. The only exception is the material on "Non-Government Associations" which is grouped at the end of the file as it was in the original.
