Papers 1947-1980
Government official. Assistant to the Secretary of the Interior (1961-67). Papers consist of general files, letters, memoranda, press releases, news clippings, notes, and political ephemera, focusing primarily upon the Department of the Interior's role in the Kennedy and Johnson administrations.

Biographical Note
Orren Beaty, Jr., was born in Clayton, New Mexico June 13, 1919. Prior to working for the Department of the Interior under the Kennedy and Johnson Administrations, Beaty served in the U.S. Army and Air Force, as well as working for several years as the Administrative Assistant to Representative Stewart L. Udall (Arizona) in the United States Congress. Beaty continued his role as administrative assistant when Udall was appointed Secretary of the Interior (1961), and continued working in that position until Udall left office (1967). Beaty and the Secretariat interacted daily with the various bureaus within the branches, such as the bureaus of Land Management, Indian Affairs, Mines, the Department of Conservation and Reclamation, and the National Park Service. While primarily assisting and facilitating functions of the Secretary, Beaty was often in charge of independent affairs, such as departmental reports regarding upcoming legislation, the interior’s role with the Democratic National Committee, and reporting branch activities to White House liaisons and officials. After his departure from the Department of Interior, Beaty served as the federal co-chairman of the Four Corners Regional Commission and continued his involvement with state, local, and national politics, working as an editor for Congressional Digest (1969-1970). He was active politically in Arizona and nationwide elections. Later involvement in politics included his Democratic nomination for U.S. Representative, Arizona Third district (1970), as well as coordination with local and national campaigns.
  

Collection Overview
The Orren Beaty papers consist of materials and records generated while working in the United States Congress, as well as during his time as Administrative Assistant to Secretary of the Interior Stewart L. Udall (often referred to as “SLU”), 1961-1967. In addition, Beaty created files regarding political activities while federal co-chairman of the Four Corners Regional Commission and associate editor of the Congressional Digest. The bulk of the records pertain to the years spent as assistant to Stewart Udall. As administrative assistant, Beaty both created and collected correspondence, memoranda, notes, reports, press releases and clippings relating to the Department of the Interior, the Office of the Secretary, Stewart Udall, Democratic activity, and political issues in general. Materials are arranged in three series, with the bulk of the material pertaining to files generated in the Office of the Secretary.

Series 1. Department of Interior, Office of the Secretary is arranged into five smaller subseries: Series 1.1. Secretary Udall; Series 1.2. Assistant to the Secretary; Series 1.3 Undersecretaries; Series 1.4. General Files; and Series 1.5. Branch/Bureau Files. As administrative assistant to the Secretary of the Interior, Orren Beaty communicated and coordinated activity between Udall and the various assistant secretaries of Department branches. Beaty kept files regarding the activities and interests of Secretary Udall, including carbon and photocopies of Udall’s memoranda and correspondence, as well as subject files regarding pertinent and current issues of the Office and Department for internal and external use.

Series 2. Political Activities includes Arizona politics, election campaigns, and other issues of interest to Beaty’s professional and personal career in politics. Files exist for both individual political personalities and campaigns, including the presidential administrations of John Kennedy, Lyndon B. Johnson, Richard Nixon, and George Bush Sr. His interest in Arizona politics and campaigns is also represented. Most of these files are newsclippings. Some campaign materials include ephemeral objects such as pins, bumper stickers, flyers, and photographs.

Series 3. Personal papers compose the smallest part of the collection and consist of financial records, personal correspondence, notes, and photographs.

Description

Series 1. Department of Interior, Office of Secretary, 1957-1970.
This series documents the activity and function of the Department of the Interior, primarily on the interactions within and between the Office of the Secretary and the other various branches and department-wide entities. Series often overlap and complement each other - in particular 1.1. Secretary Udall and 1.2. Assistant to the Secretary. Correspondence, legislative communication, and certain ongoing reports to the White House were created by Udall and then delegated to Orren Beaty for filing. Material of particular focus on Stewart Udall, such as reading files kept by Beaty, certain subject files, Travel files and White House Requests are located in the “Secretary Stewart Udall” series.

Kennedy, including correspondence, memoranda, news releases, article clippings, and notes. These files overlap Udall’s role during the Johnson administration, 1964-1968. The series is further divided into specific subject areas that address issues primarily delegated by, or affecting Secretary Udall, such as reports, publications, groups, activities, and travel. Arrangement: alphabetical by subject.

General files consist of materials created in the Office of the Secretary, primarily by Orren Beaty or acquired by Beaty during the course of his daily work. Files deal with all aspects of the activities of the Office, internal and external. Administrative issues within the Department are documented by files outlining departmental accomplishments and issues such as budget reform, civil rights awareness, and Equal Opportunity practices. Files on current issues and topics of interest contain news reports, clippings, correspondence, and memoranda. Legislation files emphasize the Office of Secretary’s role in transmitting information about the Department of Interior to other federal sources, including Congress and the executive branch. Weekly reports consist of updates from bureau and branch heads on activities within their department to Udall’s office. Social files document expenses, programs, and communications regarding departmental attendance at political and presidential engagements. Speech files contain drafts, memos, and transcripts of speeches made primarily by SLU and other assistant and/or branch secretaries, including Kenneth Holum and John A. Carver.
