Collection Overview
This collection of papers covers a very small part of Elizabeth M. Boggs work on mental retardation during the period 1956 through 1965. The material includes several speeches, memoranda, and papers prepared by Mrs. Boggs, among them "Sidelights in the Activities of the President's Panel on Mental Retardation," July 1962, and "Landmarks in the Development of a Comprehensive Federal Program for the Mentally Retarded," October 1965. It also contains numerous drafts of "Need for a National Plan for Mental Retardation" which was the background paper prepared by the National Institute of Health for the executive order which established the President's Advisory Committee on Mental Retardation. There is also some material on mental health legislation during the Eisenhower and Kennedy administrations. The collection also contains some issues of Children Limited, published by the National Association for Retarded Children.
