The Personal Papers of James A. Burke (1910-1983)

Biographical Note
Congressman James A. Burke was a resident of Milton and represented the 13 th  Massachusetts District, having been elected to the 87th Congress on November 8, 1960. Before entering national politics, Congressman Burke served ten years as a member of the Massachusetts General Court, four of which were as Assistant Majority Leader. He was formerly Registrar of Vital Statistics. During World War II, Congressman Burke was a Special Agent with the Military Intelligence and was attached to the 77th Infantry Division in the South Pacific, serving a total of forty-five months. He was also Chairman of the World War II Veterans Problems and Korean Veterans Commission. Congressman Burke was appointed during his first term in Congress to the Committee on Banking and Currency. At the beginning of his second term he was elected to the Committee on Ways and Means, known also as the Committee on Committees, whose duties among many other things include advising the Speaker of the House on all other Committee assignments. Congressman Burke gained noteworthy praise for his 100% Roll Call record in 1959, 1960, and 1961.

Collection Overview
The personal papers of James A. Burke document the political career of Congressman Burke. The collection is partially processed, the bulk of the material (148 ft) remains closed. The open portion has been processed with minimal re-arrangement. Folder titles have been retained and every effort has been made to keep the eight series titles Congressman Burke’s staff gave to the materials: Speeches; General Legislation; Legislative Background; House Ways and Means Committee; House Ways and Means Committee Special Issues File; Issues; Press; and Front Office. Series 1. Speeches contains speeches given by Congressman Burke and others in the House of Representatives and in Massachusetts from 1959 through 1970. Speeches for the period 1971-1978 remain to be processed and opened. Series 2. General Legislation contains Congressman Burke’s correspondence with constituents concerning subjects or legislation the House of Representatives was considering during the period 1973-1974. Materials for the years 1959-1972 and 1975-1978 and some additional materials for 1973 remain to be processed and opened. Series 3. Legislative Background contains Congressman Burke's opinions and background materials on a variety of national issues. Series 4. House Ways and Means Committee contains correspondence and background information from the 93rd Congress, 1973, relating to the Burke-Hartke Trade Bill (also known as the Foreign Investment Act of 1970), as well as the Trade Reform Act and other trade issues. Material from the House Ways and Means Committee series for 1959-1972, 1974-1978 remains to be processed and opened. Series 5. and 6. Special Issues Files and Issues contains correspondence and background information on numerous issues relating to the Ways and Means Committee. Series 7. Press contains press releases and newsletters generated by Congressman Burke's Washington office as well as a clippings file. Series 8. Front Office contains invitations to Congressman Burk and his thank you letters.
