According to the deed of gift signed December 2003, copyright of these materials has been retained by Eleanor Charwat. Upon donor’s death all said rights shall pass to the United States. Eleanor Rubin Charwat worked as an Information Assistant on the President’s Committee on Juvenile Delinquency from 1962 to 1965.

Collection Overview
Working files of Eleanor Charwat consist of minutes, newsletters, reports, training manuals, and publications relating to her work on the President’s Committee on Juvenile Delinquency. Reports consist of federal programs on delinquency and training. The meeting minutes document demonstrations projects, training projects, and the Community Advisory Council. The progress reports are from Executive Director David Hackett to Attorney General Robert F. Kennedy, Secretary of Labor Arthur Goldberg and Secretary of Health, Education and Welfare Anthony Celebrezze. The folder marked reports to Congress contains a legislative history of the Juvenile Delinquency Act of 1961, public laws, and testimony and messages to the House of Representatives. Publications consist of magazine articles by David L. Hackett.
