The Personal Papers of Harlan Cleveland (1918- )
Biographical Note
James Harlan Cleveland was born in New York City on January 19, 1918. He graduated from Phillips Academy in Andover, Massachusetts in 1934. Cleveland graduated from Princeton University in 1938 and continued his studies as a Rhodes Scholar at Oxford University. Following an internship at the National Institute for Public Affairs, Cleveland began his career in government service as a writer at the Farm Security Administration in 1940. From there, he served as a member of the Board of Economic Welfare (1942-1944); executive director of the economic section of the Allied Control Commission in Rome (1944-1945); acting vice president of the Allied Control Commission (1945-1946); and deputy chief of the United Nations Relief and Rehabilitation Administration (UNRRA) in Italy (1946-1947). In 1947, Cleveland became director of the UNRRA’s China program and in 1948 transferred to the United States Economic Cooperation Administration as director of the China aid division, a program that was shut down after the communist takeover of China in 1949. He continued to work in the Economic Cooperation Administration as deputy to the assistant program administrator and in 1950 also became head of the Far East program division. Between 1951 and 1953, Cleveland was the assistant director responsible for the European program at the Mutual Security Agency. Cleveland spent several years in the private sector, joining The Reporter magazine in New York and serving as its publisher from 1955 until 1956. His academic career began in 1957 when he became the dean of the Maxwell Graduate School of Citizenship and Public Affairs at Syracuse University, serving in that capacity until 1961. In 1960, Cleveland was chairman of Citizens for Kennedy (Central New York) and a delegate to the Democratic National Convention.
On January 25, 1961, Harlan Cleveland was appointed Assistant Secretary of State for International Organization Affairs by President John F. Kennedy. As Assistant Secretary, Cleveland was charged with coordinating policy between the White House, State Department, and the US mission to the UN. From 1965 until 1969, Cleveland was the United States ambassador to NATO. He then returned to academia, serving as a professor and president (1969-1974) at the University of Hawaii. Cleveland was director of the Program in International Affairs at the Aspen Institute of Humanistic Studies in Princeton, New Jersey (1974-1980). He subsequently was professor and president of the Hubert H. Humphrey Institute for Public Affairs at the University of Minnesota (1980-1988), also serving as dean (1980-1987) and as professor emeritus from 1988. In addition to writing numerous articles and participating in a number of book projects, Cleveland was the author of the following books: “The Obligations of Power” (1966), “NATO: the Transatlantic Bargain” (1970), “The Future Executive” (1972), “China Diary” (1976), “The Third Try at World Order” (1977), “The Knowledge Executive” (1985), “The Age of Choice” (1990), “The Global Commons” (1990), “Birth of a New World” (1993), and “Nobody in Charge: Essays on the Future of Leadership” (2002). Cleveland received honorary degrees from a number of colleges and universities, including Rollins College (1956), Alfred University (1958), and the College of William and Mary (1959). He also received numerous awards, including the Medal of Freedom, U.S. Army (1946), Order of the Crown of Italy, Italian Government (1946), Gold Star, Order of the Brilliant Star, China (1948), Princeton University’s Woodrow Wilson Award (1968), and the Gran’ Ufficiale Order of Merit, Italy (1988).
Collection Overview
The Papers of Harlan Cleveland span the years 1954 to 1965. The collection consists of correspondence, appointment books, articles, drafts, meeting minutes, memoranda, press releases, reports, speeches, and telegrams created and collected by Harlan Cleveland. The bulk of the materials were collected and created during Cleveland’s tenure as Assistant Secretary of State for International Organization Affairs. In this position, Cleveland spent much of his time working on UN related issues. During his years in that position, those issues included the crises in Cuba, the Congo and Southeast Asia, as well as UN matters such as peacekeeping, financing of the UN and meetings of the General Assembly. As his papers show, Cleveland was a prolific speechmaker during his years at the Department of State. The papers have been arranged into five series: Appointment Books, Chronological Files, General Correspondence, Speeches and Subjects. Whenever possible, the original folder titles were retained.
