According to the deed of gift signed March, 1965, copyright of these materials has been assigned to C. Douglas Dillon. Many documents in this collection which were prepared by officials of the United States as part of their official duties are in the public domain. Copyright to items written by individuals not employed by the United States Government rest with the authors and their heirs for the period of the author’s life plus fifty years or for one hundred years from the date the item was created if the author’s date of death is not known. Permission is required to view these materials. Users of these materials are advised to determine the copyright status of any document from which they wish to publish.

Classified Items Withdrawn
Certain materials interfiled in the "Cabinet" series were processed and opened in response to the President John F. Kennedy Assassination Records Collection Act of 1992. Where other materials considered a violation to national security have also been removed, withdrawal sheets have been inserted into the appropriate folder. It was the donor’s wish that the material be made available for research use to the fullest extent possible.

Selected folders may contain withdrawal sheets where documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person.

All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s).

Personal Papers of C. Douglas Dillon (1909-2003)

Biographical Note
Born while his parents were traveling in Geneva, Switzerland on August 21, 1909, Clarence Douglas Dillon pursued a varied career of investment banking, public service and diplomacy, including service in three presidential administrations. Educated at Groton school in Groton, Massachusetts, Dillon graduated magna cum laude from Harvard University in 1931. After briefly joining his father's Wall Street investment firm, Dillon, Read and Co., Dillon joined the New York Stock exchange. Dillon left the stock exchange in 1936, becoming a director of the United States and Foreign Security Corporation and the International Security Corporation. He later returned to his father's firm as a vice-president and director in 1938. Dillon served in the United States Navy during World War II; commissioned as an ensign in the Naval Reserve in 1941, he rose to the rank of lieutenant commander, earning the air medal and the Legion of Merit for his work as a naval air officer in Guam, Saipan and the Philippines. After being discharged in 1946, Dillon returned to his position of director at the United States and Foreign Security Operation and became chairman of the board at Dillon, Read and Co. It was at this time that Dillon, a life-long republican, first became active in politics. After supporting Thomas Dewey in the failed 1948 bid for the presidency, Dillon was an early supporter of Dwight Eisenhower in his successful 1952 presidential campaign. In 1953, Eisenhower appointed Dillon ambassador to France, a position he held until 1957. Upon his return to the United States, Dillon served in the State Department as Undersecretary of State for Economic Affairs from 1958 to 1959 and as Undersecretary of State from 1959 to 1961. While in the State Department, Dillon coordinated both the economic and security aspects of the Mutual Security Program, fostering the military and nonmilitary strength of U.S. allies. Despite Dillon's support for Richard Nixon in the 1960 presidential campaign, Kennedy disregarded party lines and asked Dillon to serve as Secretary of the Treasury in 1961. While Secretary of the Treasury, Dillon worked closely with the Bureau of the Budget and the Council of Economic advisors and sought to foster economic growth through domestic tax cuts and international free trade. One of Kennedy's most influential economic advisors, Dillon was also involved in the creation of the Alliance for Progress and helped promote the anti-tariff Trade Expansion Act of 1962. Dillon remained as Secretary of the Treasury for the first sixteen months of the Johnson administration and left government service in 1965, returning to his position as president and director of the United States and Foreign Securities Corporation and the United States and International Securities Corporation. Throughout the remainder of his life, Dillon held leadership positions in a range of organizations, including president of the Board of Overseers at Harvard College from 1968 to 1982, chairman of the Brookings Institution from 1970 to 1976, chairman of the Rockefeller Foundation from 1972 to 1975 and chairman of the Metropolitan Museum of Art in New York City from 1978 to 1983. In 1989, President George H.W. Bush presented Dillon with the Presidential Medal of Freedom, noting that "the brilliant achievements of Douglas Dillon raise the nobility of public service to new heights" and praising him for his commitment "to promote social development" and "his fellow man." Dillon passed away at the age of ninety-three on January 10, 2003.

Collection Overview
The C. Douglas Dillon papers document Dillon's work for the State Department under the Eisenhower administration and the Treasury Department under the Kennedy and Johnson administrations. The collection has been arranged into two subcollections, State Department and Treasury Department. The first subcollection, State Department, spans the years 1957 to 1961 and contains correspondence, memorandums, speeches, office records and related material. The material is arranged in seven series: Series 1. Signature Record, Series 2. Official Chronological Files, 1957-1960, Series 3. Alphabetical Correspondence Files, Series 4. Staff Records, Series 5. Memorandums, Series 6. Subject Files and Series 7. Speech Files. Series 5. Memorandums is divided into three subseries; Subseries 5.1. Memos to staff, Subseries 5.2. The second subcollection, Treasury Department, spans the years 1961 to 1965 and contains Dillon’s chronological file, memoranda, miscellaneous cabinet materials, administrative files, speeches, notes, records of meetings, schedules, correspondence, reports and briefing books. The material is arranged in eight series: Series 8. Record of Correspondence, Series 9. Chronological File, Series 10. Memoranda, Series 11. Subject Files, Series 12. Reports and Briefing Books, Series 13. Speech File, Series 14. Congressional Hearings and Series 15. Trip Files. Series 10. Memoranda is divided into four subseries based on recipient and type of memorandum; Subseries 10.1. Memoranda to the President, Subseries 10.2. Memoranda to White House, Subseries 10.3. Memoranda of Telephone Conversations and Subseries 10.4. Memoranda of Conversations. Series 11. Subject Files contains an array of correspondence, memoranda, speeches, notes, press materials and reports, including the files of Dillon's special assistants, along with his administrative and history files.

Documents that are a violation of national security or an unwarrented invasion of personal privacy have been removed. Withdrawal sheets have been inserted into the appropriate folder.

Subcollection 1. State Department, 1957-1961.

Material from Dillon's time in the Eisenhower administration's State Department as Undersecretary of State for Economic Affairs (1958 - 1959) and Undersecretary of State (1959 - 1961). Includes correspondence, memorandums, speeches, office records and related material. The subcollection is divided in seven series, arranged by type: Series 1. Signature Record contains a chronological record of correspondence and other items signed by Dillon as Undersecretary of State; Series 2. Official Chronological Files, 1957-1960 is a chronological file of incoming and outgoing correspondence; Series 3. Alphabetical Correspondence Files consists of incoming and outgoing correspondence filed by name; Series 4. Staff Records contains official forms for submission of meetings into the State Department Staff Record ; Series 5. Memorandums is divided into three subseries. Subseries 5.1.
