The Personal Papers of Daniel Knapp (1939- )
Biographical Note
Daniel Knapp was born in Tomah, Wisconsin, December 27, 1939. He received his B.A. in 1962 and his M.A. in 1968 from the University of Oregon. In 1965, he worked for the Lane County Youth Project, a demonstration project funded by the Office of Juvenile Delinquency in Lane County Oregon. From 1967 to 1969, he worked on the two assessment studies for the Office of Juvenile Delinquency and Youth Crime whose background materials, working files and drafts comprise this collection. Knapp has taught at the University of Oregon in the School of Commercial Service and Public Affairs and at Sangamon State University (Illinois) in the Work, Culture and Society Program. He is presently living in Eugene, Oregon, where he is editing a neighborhood newsletter, and doing research on the use of solar energy for heating and the decentralization of neighborhoods.
Collection Overview
The Daniel Knapp Papers consist of materials collected by Knapp and his co-authors while writing two assessment studies of the programs funded through the President's Committee on Juvenile Delinquency and Youth Crime and the Office of Juvenile Delinquency (PCJD-OJD) from 1962-1967. The studies were sponsored by the Office of Juvenile Delinquency. The papers are arranged into four series: Published Background Materials; PCJD-OJD Background Materials; Working Files and Drafts. The Projects subseries of PCJD-OJD Background Materials, containing files of more than 40 different projects operating throughout the country, forms the bulk of this collection. Knapp's bibliographic card index to the project files is located in Box 8. The materials in PCJD-OJD Background Materials were gathered from the files of the OJD for use in writing Delinquency Prevention through Education, a study of the impact of OJD demonstration projects on education, co-authored by Walter Schaefer. Additional materials were gathered on visits to projects offices in several cities. During these trips former program participants were interviewed. These interviews are located in Working Files, box 51. The working journal in Box 51 of Working Files describes the acquisition of these materials and Knapp’s assimilation of their contents during the fall and winter of 1967. Delinquency Prevention through Education was completed in July of 1968. The published background Materials and PCJD-OJD Background Materials were consulted again in writing Scouting the War on Poverty, an assessment of the political impact of the comprehensive programs, co-authored by Kenneth Polk. Knapp prepared a digest of the minutes of the OJD Technical Review Panel meetings which is located in Box 7 of Working Files.

This subseries contains minutes of the twenty-four Demonstration Project Technical Review Panel meetings held from 1/8/62-2/25/67. Some reports and memoranda are also included. The members of the panel were appointed by the secretary of Health Education and Welfare to review grant applications for demonstration projects to control delinquency. The minutes are arranged chronologically by date of meeting. Knapp's digest of the minutes of the Technical Review Panel is in box 7.

This subseries is arranged into five file units: General Files, Demonstration Projects: Comprehensive; Demonstration Projects: Special; Training Projects: Curriculum Development; and Training Projects; WISE (Workshops, Institutes, Seminars, Etc.). The General Files contain two lists of grants by grant number and Daniel Knapp's index to the project files. The projects consist of the remaining four file. Most files contain correspondence, memos, grant proposals, grant products and other reports and occasional clippings and newsletters. Knapp wrote short summaries of a few of the project files; these are found in the first folder of the project. Some of the project files are not in Knapp's index. The projects are arranged alphabetically by title (or in some cases, city or institution) paralleling the card file; the materials within each project are filed chronologically.
