According to the deed of gift signed June 1977, copyright of these materials has been retained by the Donor. Upon the death of the Donor, all said rights shall pass to the United States. Documents in this collection that were prepared by officials of the United States as part of their official duties are in the public domain. The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Withdrawn Items
Selected folders contain withdrawal sheets where documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person. All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s).

Collection Overview
The Ivan Nestingen papers span the period commencing soon after the 1960 presidential campaign and closing with his resignation as Under Secretary in 1965. The collection is arranged into six series, with the three series, Health, Education, and Welfare; Political File, and Personal Correspondence, artificially created by the archival staff of the Kennedy Library in order to impose order on unorganized materials. Topics of particular interest in the papers include Medicare legislation strategy, the 1961 White House Regional Conferences, and the Small Business Administration. The bulk of the Political File deals with various state Democratic committees.
Nestingen gave the major portion of his 1960 campaign papers to the State Historical Society of Wisconsin, where they were closed until February 1976. The Kennedy Library's oral history collection includes a Columbia University interview conducted with Mr. Nestingen in 1966. Researchers are advised to consult the papers concerning health legislation in the White House Central Subject Files of the Papers of President Kennedy. Also of interest would be the library's collection of the Lawrence F. O'Brien papers, the Patrick J. Lucey oral history, and the Departments and Agencies section of the President's Office Files.

This series includes documents related to Ivan Nestingen's political pursuits. In 1960, as Chairman of the Wisconsin Citizens for Kennedy-Johnson Committee and again in 1964, as a Regional Coordinator for the Democratic National Committee, Nestingen was a member of the highest echelon of campaign staff. A large portion of the file is lists of campaign workers for the various state committees from both presidential campaigns. Throughout his tenure in Health, Education, and Welfare, Nestingen was associated with the Democratic National Committee and other political organizations which shared the intention of building public support for President Kennedy and his proposals. There are documents relating to the 1961 White House Regional Conferences the Small Business Administration, and both the 1961 and 1965 inaugurations.
