Historical Note
Civil Division and the Antitrust Division, Department of Justice
The Civil Division handles all civil actions initiated by or brought against the United States except in the areas of antitrust, tax, lands, civil rights and internal security. The division handles cases dealing with admiralty and shipping, court of claims, fraud, tort claims, customs, alien property claims and general civil matters. The Antitrust Division enforces antitrust laws through investigations, grand jury proceedings, preparation and trial of antitrust cases, prosecution of appeals and by negotiating and enforcing final judgments. This division may bring criminal actions to punish violators for monopolization or restraint of trade and may seek injunctive relief to restore competitive balance to various sectors of the national economy. It is also responsible for supervising and directing litigation arising from a number of regulatory acts administered by Federal agencies such as the Civil Aeronautics Board and Interstate Commerce Commission.

Collection Overview
The William H. Orrick, Jr. papers cover the period from 1961 through 1965, when Orrick was assistant attorney general of the Civil Division and the Antitrust Division in the Department of Justice and deputy under secretary for administration in the Department of State. These papers cover Orrick's tenure at the Department of Justice. They include only a few items from Orrick's work in the Department of State. The papers contain information on the Civil and Antitrust Divisions and matters for which they are responsible. Mr. Orrick maintained many of his political and personal ties in California during this period. For example, he attended the 1964 Democratic National Convention as a delegate from California. As a result, the papers include some information on California politics. The collection is arranged into 7 series: 1.) General Correspondence; 2.) Reports to Attorney General; 3.) Appointment Records; 4.) Judgeships and Employment; 5.) Miscellaneous; 6.) Case File; and 7.) Speeches and Meetings.

Researchers are advised to consult the oral history interview with Mr. Orrick, the personal papers of Robert F. Kennedy as attorney general, and the papers of other Department of Justice appointees. The Library also holds microfilm copies of Department of Justice records, including the records for these two divisions. At the time of this writing, they are closed to research use. Access to these records is governed by the Department of Justice. For further information researchers should consult the reference staff.
