Abstract
Papers 1945-1980
Lawyer, government official. Administrator, Bureau of Security and Consular Affairs, State Department (1962-1966); author, The Open Society  (1968). Official files from the State Department concerning immigration, refugee, and passport issues; includes appointment calendars, correspondence, memorandums, reports, congressional hearings and testimony, speeches, news clippings, draft book manuscript, tapes and transcripts of speeches by Eleanor Roosevelt during the 1960 Presidential campaign. Also contains a small file on rehabilitating the wounded in Vietnam, and on the Howard Rusk-Abba Schwartz mission to Vietnam in 1965.

Selected folders contain withdrawal sheets where 38 documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person. All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s).

Collection Overview
The papers of Abba P. Schwartz consist of the personal papers from his tenure as administrator, Bureau of Security and Consular Affairs, Department of State, 1962-1965, and materials on immigration which he used in writing The Open Society . The papers include manuscripts of The Open Society . The papers also contain information on the organization and operation of the Bureau of Security and Consular Affairs of the Department of State and of its important subdivision, the Passport Office, including major refugee, migration, immigration and passport issues of the period; immigration matters in general, especially immigration legislation; rehabilitation of the wounded in Vietnam; and a small quantity of material on Vietnam in general. Of note are the transcripts of speeches that Eleanor Roosevelt gave on behalf of John F. Kennedy during his 1960 Presidential Campaign. The tapes of these speeches are available in the Library's Audio Visual Department.
