The Personal Papers of Frank Smith (1918-1997)
Biographical Note
Frank Ellis Smith was born February 21, 1918, in Sidon, Miss., the son of Frank Smith and Sadie (Ellis) Smith. Smith graduated from Sunflower Junior College in 1936, obtained his B.A. in 1941 from the University of Mississippi, and did graduate work at The American University, graduating in 1946. He married Helen Ashley McPhaul on December 15, 1945; they had two children: Kathleen and Frederick (twins). From 1942 to 1946, Smith served in Europe with the Third Army, becoming a major and receiving the Bronze Star. After his stint in the Army, Smith served as managing editor of the
Greenwood Morning Star.
Turning to politics, Smith ran for, and was elected to, the Mississippi Legislature in 1948, and served as senator until 1950, when he joined the U.S. House of Representatives as a congressman. In 1960, Smith was appointed director of the Kennedy Administration's Natural Resources Advisory Committee. President Kennedy then named Smith director of the Tennessee Valley Authority, a position that he held from 1962 until 1972. Frank Smith died on August 2, 1997 due to complications from strokes.
