United States Veterans Administration benefits claims folder and pay files of John F. Kennedy.  Contains claim forms, including the settlement of death claims, and correspondence.  Microfilm copies of the Administrator's reading file and White House file, records of the Office of the General Counsel, Office of the Director of Information Service, Office of the Assistant Administrator for Management and Evaluation, Assistant Administrator for Personnel, Office of Chief Benefits Director, and Office of the Chief Medical Director. Hard copy includes Administrator's reading file, memorandums, hearings, and speeches by John S. Gleason.

Usage Restrictions

Until such time as the corresponding original records in the custody of the Veterans Administration (Department of Veterans Affairs) have been determined to be non-current and responsibility for access is transferred to the Archivist of the United States, all persons requesting access must apply directly to the Department of Veterans Affairs Office.

In 1986 the Veterans Administration transferred the files for Presidents Harry S. Truman, Dwight D. Eisenhower, John F. Kennedy, and Lyndon B. Johnson to the Office of Presidential Libraries.  The files were transferred by the Office of Presidential Libraries to each library in 1987.

 

Copyright

The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material.  Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction.  One of these specified conditions is that the photocopy or reproduction is not to be “used for any purpose other than private study, scholarship, or research.”  If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excesses of “fair use,” that user may be liable for copyright infringement.  This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law.  The copyright law extends its protection to unpublished works from the moment of creation in a tangible form.  Direct your questions concerning copyright to the reference staff.

Withdrawn Items

Selected folders may contain withdrawal sheets where documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person.    All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s).

Historical Note

Effective March 15, 1989, by the Department of Veterans Affairs Act (102 Stat. 2635), October 25, 1988. This law raised the Veterans Administration to department-level status in the Executive branch without change in mission or functions, and re-designated the agency as the Department of Veterans Affairs.  The Department of Veterans Affairs administers programs to benefit veterans and members of their families, including compensation payments for military service-related disabilities or death, rehabilitation, medical care, burial, pensions, education, and home loan guaranty.
