Anthony Celebrezze replaced Abraham Ribicoff as secretary of health, education, and welfare (HEW) in 1963. With the help of HEW Undersecretary Wilbur J. Cohen and Education Commissioner Francis Keppel, Celebrezze revitalized the department. He was responsible for creating the new Welfare Administration by separating public assistance and child health and welfare functions from the Social Security Administration. HEW was also granted the power to deny funds to any federal program, state, or institutions that practiced racial segregation.
