Meeting with the National Security Council to discuss significant world developments affecting U. S. security, crisis areas, and national security policies requiring urgent attention. The President discusses the need for legislation to give him discretionary power to adjust sugar quotas, particularly with the Dominican Republic. The President also approves revision of policies in order to supplement Western European economic support to newly independent countries.
President Kennedy sends Congress a message proposing steps to strengthen "major deficiencies" in U.S. health services. The message recommends enacting a health insurance program under Social Security for those 65 and over who are eligible for Social Security or Railroad Retirement benefits.
