President Kennedy sends a $3.2 billion omnibus housing bill to Congress.

In a letter to the President of the Senate, President Kennedy outlines a national effort in oceanography saying "If vigorously developed, this resource can be a source of great benefit to the Nation and to all mankind."

President Kennedy designates Téodoro Moscoso Ambassador to Venezuela, Fulton Freeman Ambassador to Colombia, and Joseph Satterthwaite Ambassador to South Africa.

The 23rd amendment to the U.S. Constitution granting citizens of the District of Columbia the right to vote in Presidential elections is ratified. President Kennedy asks Congress to act favorably on administration legislative proposals to grant the District "the right of home rule."

Mrs. Jacqueline Kennedy appoints Mrs. John N. Pearce to the newly created post of Curator of the White House.
