President Kennedy personally presents his Special Message to the Congress on Urgent National Needs. In what he refers to as his second State of the Union address of 1961, the President states "I believe that this nation should commit itself to achieving the goal, before this decade is out, of landing a man on the moon and returning him safely to the earth." In addition he urges action to strengthen the U.S. military and economy and to enhance the image of the U.S. around the world.
