Breakfast meeting with Democratic legislative leaders.

In an attempt to clarify his call for "voluntary self-restraint" in covering news related to U.S. national security, President Kennedy meets with representatives of the American Society of Newspaper Editors and has lunch with eight of the newspaper editors and Senator George Smathers.

President Kennedy sends to Congress Reorganization Plan 4 of 1961 reorganizing the Federal Trade Commission.

Presidential Press Secretary Pierre Salinger states that "the President has made it clear that he does not think it is necessary at this time to enact civil rights legislation." The statement is made in response to the introduction of 6 civil rights bills in the Congress on May 8.
