In a message to Ambassador to the United Nations Adlai Stevenson, President Kennedy congratulates the U.N. for electing U Thant of Burma as Secretary General and "preserving the integrity of the office."

President Kennedy welcomes President Leopold Senghor of Senegal at Washington National Airport and meets with him at the White House. Senghor tells the President that U.S. refusal to support the Vota River Project in Ghana will be interpreted by African leaders to mean that U.S. aid is being used to buy friendship

General Maxwell Taylor returns from a three-week mission to Southeast Asia and reports his findings to President Kennedy. He reports that South Vietnamese President Diem has the resources required to "prevail" against the communists.
