President Kennedy meets with his advisers to discuss Berlin and the Congo.
In ceremonies on the White House South Lawn President Kennedy welcomes a group of 112 Junior Red Cross representatives from abroad.
During holds his news conference, President Kennedy announces that a meeting of four Western foreign ministers on Berlin has been agreed on in principle. The President also announces the resignation of Supreme Court Justice Felix Frankfurter. The President says the U.S. is willing to agree to a nuclear test moratorium on January 1, 1963 but not if it is unpoliced. President Kennedy rejects recent calls in Congress for an invasion of Cuba stating that "an action like that, which could be very casually suggested, can lead to very serious consequences." President Kennedy also warns the House against cutting his request for the foreign aid program saying "I can imagine nothing more short sighted than to cut the heart out of this program."
President Kennedy names Labor Secretary Arthur J. Goldberg to replace Felix Frankfurter on the Supreme Court.
President Kennedy signs into law a bill (HR11523) providing for improved federal employment opportunities for qualified blind persons. (PL87-614).
