President Kennedy orders that U.S. police assistance programs be given "considerably greater emphasis" in underdeveloped countries "where there is an actual or potential threat of internal subversion or insurgency."

In ceremonies on the White House South Lawn President Kennedy presents the Distinguished Federal Service Award to six federal officials.

President Kennedy signs into law a bill (HR10526) appropriating $5.49 billion in fiscal year 1963 for the Treasury and Post Office Departments, the Executive Office of the President and 3 independent agencies. The amount is $85.6 million less than the President requested.
