President Kennedy sends a joint message with Prime Minister Macmillan to Soviet Premier Nikita Khrushchev on the forthcoming disarmament negotiations in Geneva, Switzerland.

Responding to an inquiry into military speech censorship by the Senate Preparedness Subcommittee, President Kennedy invokes executive privilege to prevent disclosure of which administration officials had censored specific speeches saying that such disclosure would be "contrary to the public interest."
