Meeting with President Carlos Arosemena Monroy of Ecuador

President Kennedy and President Carlos Arosemena Monroy of Ecuador issue a joint statement following their discussions at the White House. Both leaders praise the Alliance for Progress and recommend "major changes in the social and economic structure of Ecuador."

President Kennedy sends a message to Governor Luis Muñoz Marin of Puerto Rico supporting plans to hold a plebiscite in which Puerto Rican citizens can express their preferences for statehood, independence, or permanent associated commonwealth status. The message is released on July 25.
