At a White House breakfast for Congressional leaders President Kennedy pledges to implement speedily any agreement reached at the Geneva disarmament conference.

President Kennedy sends a message to the Congress on foreign aid requesting $4.878 for fiscal year 1963. $1.5 billion is for military aid.

President Kennedy signs into law a bill (HR10050) setting the new temporary debt ceiling at $300 billion.
