In a series of press briefings, Kennedy administration officials clarify U.S. policy on the use of nuclear weapons. They emphasize that it is geared mainly to a "second strike" capability to deter and destroy a nuclear aggressor. A "first-strike" capability in the face of an overwhelming Soviet conventional attack is not ruled out. The briefings are in response to a recent Saturday Evening Post article by Joseph Alsop indicating that the President said that in some situations the U.S. might strike first.
