This folder contains memoranda, notes, reports, news clippings, and correspondence pertaining to labor disputes and price increases in the steel industry and the government's response. The situation was informally referred to as the "steel crisis." Although detailed, much of the information is in draft form and there are many gaps. Most of the notes are in Heller's handwriting. The file includes material for a meeting with the President and Secretary of Labor W. Willard Wirtz regarding steel prices (21 May 1963), and for another meeting just with Secretary Wirtz (14 May 1963). Other documents include compiled statistics related to the steel industry as of April 1963 and October 1963, and a background paper on how the national economy is affected by steel prices. Note that this material originally constituted Series 4, but upon further review it has been moved to Series 5. Subject Files.

Topics include a proposed Presidential Commission on Automation (S.J. Res. 105), which ultimately became the National Commission on Technology, Automation and Economic Progress. There is also an exchange of correspondence with Hugh E. Flaherty, a reporter for the Philadelphia Evening and Sunday Bulletin, who was writing a series of articles on automation. Note that this file contains one misfiled memorandum regarding the AFL-CIO and the accelerated public works program.

Walter W. Heller represented the Council of Economic Advisers on the committee. Although the original folder title relates to the meeting held at 10:00 a.m. on 1 November 1962 in Secretary Wirtz's office, it also includes documents from the previous meeting on 24 October 1962. Types of material include correspondence, memoranda, and various discussion drafts of the committee report. Of note are meeting minutes from 5 June 1962 and 24 October 1962.

This folder contains material pertaining to the President's Committee on Corporate Pension Funds and Other Private Retirement and Welfare Programs, which was formally established in March 1962 to review legislation and public policy relating to those programs. Walter W. Heller represented the Council of Economic Advisers on the committee. The bulk of the file consists of a final draft of the committee's report, Fulfilling the Promise of the Private Pension System (May 1964), and a previous provisional report submitted to the President in November 1962. An assessment by the President's Advisory Committee on Labor-Management Policy (December 1963) appears as an appendix to the final report. Other types of material include correspondence, memoranda, and charts. Also of note are a report by the U.S. Department of Labor on private pension plans and manpower policy, and minutes from the committee's meeting on 1 November 1962.

Heller's participation in the White House Regional Conferences on Full Employment and Economic Growth, a series of nationwide events held in November 1961. It includes a general statement and accompanying data for use by the Council of Economic Advisers representative at each conference; two versions of Heller's conference speech, which were given at Madison, Wisconsin, and New York City; and a published copy of the Report to the President on the White House Regional Conferences. Heller's addresses were titled "The American Economy: Progress, Prospects, and Policies" and "Problems and Prospects of the American Economy."
