This folder contains material compiled by Walter W. Heller concerning natural resources and conservation. There are several documents prepared by the Department of the Interior, such as a draft presidential message on conservation and natural resources, a Report to the President on a Kennedy Conservation Program for the 1960s, and a paper titled "A Program for Financing Investment in the Conservation and Development of Our Nation's Natural Resources." Other items include the report of the Task Force on Natural Resources Research; correspondence from Paschal Sherman of the Colville Confederated Tribes regarding the inclusion of Native American lands in the government's conservation program; and a paper titled "Getting the Most Out of Water Resources" by Irving K. Fox and Henry P. Caulfield, Jr., of Resources for the Future, Inc. Note that the file also includes some correspondence with the National Bureau of Economic Research, Inc., which appears to be misfiled.

This folder contains correspondence between Walter W. Heller and Arthur F. Burns, former Council of Economic Advisers (CEA) chairman, professor of economics at Columbia University, and president of the National Bureau of Economic Research. Enclosures include various articles and papers by Burns, some dating back to 1960 and 1961. The file also contains a few internal CEA memoranda concerning Burns' published views.

This folder contains material pertaining to Walter W. Heller's involvement with the National Bureau of Economic Research, Inc. (NBER), a private non-profit research organization that aims to produce data on major economic problems. Heller represented the University of Minnesota on the NBER board of directors for a five-year term that ended in 1963. Types of material in the file include correspondence and accompanying enclosures such as reports, meeting minutes, press releases, papers, and news articles that review NBER publications. Most correspondence is with William J. Carson (Executive Director) or Arthur F. Burns (President). A large portion of the 1961 material relates to a critique that Burns issued against the positions of the Council of Economic Advisers.
