Kennedy from Under Secretary of State George Ball titled, “Proposed Nuclear Offer to De Gaulle,” and, “A Further Nuclear Offer to De Gaulle,” discussing France and a nuclear test ban treaty.

This folder contains memoranda and telegrams regarding a French nuclear program, United States nuclear assistance to France, and nuclear testing by France in the Pacific Ocean. Of note are a memorandum of conversations between French Minister of Foreign Affairs Maurice Couve de Murville and Under Secretary of State George Ball discussing nuclear policy, trade negotiations, and monetary policy; and a report by the Central Intelligence Agency (CIA) titled, “The French Nuclear Strike Program.” Also included in this folder is an organizational chart of the CEA (French Atomic Energy Commission). This folder contains French-language materials.

Of note is a handwritten memorandum to Evelyn Lincoln from First Lady Jacqueline Kennedy. Also included in this folder are survey reports titled, "Reactions to European Situation," dated February 4, 1963-February 21, 1963, and including France, Great Britain, the Soviet Union, and Germany.

Of note is a memorandum from Special Assistant to the President Arthur M. Schlesinger concerning a review and possible reorganization of the CIA.

Kennedy, Special Assistant to the President for National Security Affairs McGeorge Bundy, and the founder of the Action Committee for the United States of Europe Jean Monnet. The discussion provides the President with an informal view, from the European side, of the multilateral force negotiations with Europe and the overall relations between the United States and its Western allies. The President’s upcoming trip to Europe is also discussed. Partway through the meeting the President takes a telephone call about civil rights issues in Alabama. Only President Kennedy’s side of the telephone conversation is recorded on this tape. They discuss the delivery of wheat on American ships to the Soviet Union, alternatives, and related discussions with American unions. Other topics of discussion include a review of the coup situation in Vietnam; Berlin, Germany; plans for a visit by President of France Charles DeGaulle; and the allocation of resources by the Soviet Union. Also Under Secretary Ball talks to Secretary of Labor W. Willard Wirtz on the telephone.
