Kennedy's secretary, Evelyn Lincoln, concerning President Kennedy's address at the anniversary convocation of the National Academy of Sciences held at Constitution Hall in Washington, D.C. In his speech the President characterizes the National Academy of Sciences as the principal link between the scientific community and public policy, noting how scientific research has influenced governmental decisions concerning defense, energy, foreign aid, and communications.
