Sound recording of President John F. Kennedy’s remarks in the White House Rose Garden to the President’s Committee on Juvenile Delinquency and Youth Crime. In his speech President Kennedy praises the committee’s comprehensive approach, and discusses plans to establish programs modeled after New York’s Mobilization for Youth project in six other cities.
