Folder Description
This folder contains material pertaining to the Cabinet Committee on Balance of Payments, an informal group that was established to address problems relating to the balance of payments and gold. Walter W. Heller represented the Council of Economic Advisers on the committee. Half of the file consists of drafts and the final version of the Special Message on Balance of Payments, given in July 1963, while the remaining material post-dates that event and includes papers by Walter S. Salant and Warren Smith that provide an historical perspective on the U.S. balance of payments and assess the future outlook for the 1960s.
