Kennedy, Director of Central Intelligence John McCone, and Military Representative to the President General Maxwell Taylor from McGeorge Bundy, Special Assistant to the President for National Security Affairs. Also included are memoranda discussing Soviet Union military shipments to Cuba; the military significance of missile installations in Cuba; and the probable military, political, and psychological impact of missiles in Cuba.
