Kennedy's secretary, Evelyn Lincoln, concerning President Kennedy's toast to President Romulo Betancourt of Venezuela in the White House Private Dining Room. Materials in this folder include a press copy of the speech and a memorandum with talking points. The press copy also includes remarks from President Betancourt on transforming the social and economic structures of many Latin American nations.
