According to the deed of gift signed 1965, copyright of these materials has been assigned to the United States of America. Documents in this collection that were prepared by officials of the United States as part of their official duties are in the public domain. Some of the archival materials in this collection may be subject to copyright or other intellectual property restrictions. Users of these materials are advised to determine the copyright status of any document from which they wish to publish.
The copyright law of the United States (Title 17, United States Code) governs the making of photocopies or other reproductions of copyrighted material. Under certain conditions specified in the law, libraries and archives are authorized to furnish a photocopy or other reproduction. One of these specified conditions is that the photocopy or reproduction is not to be "used for any purpose other than private study, scholarship, or research." If a user makes a request for, or later uses, a photocopy or reproduction for purposes in excesses of "fair use," that user may be liable for copyright infringement. This institution reserves the right to refuse to accept a copying order if, in its judgment, fulfillment of the order would involve violation of copyright law. The copyright law extends its protection to unpublished works from the moment of creation in a tangible form.

WITHDRAWN ITEMS: Selected folders may contain withdrawal sheets where documents, in accordance with the donor's deed of gift, were removed from the collection. These include documents which may be used to injure or harass any living person. All withdrawn documents have been placed under seal and upon request the Kennedy Library will review any material which has been closed for a period of not less than 2 years for the purpose of opening items which no longer require restrictions. Researchers should consult the reference staff to obtain the appropriate form(s). FRAGILE: Please exercise caution when handling as much of this material is fragile and in poor or deteriorating condition. In situations where use could cause irreparable damage to original documents, access is at the discretion of the archives staff.

This collection was previously referred to as Oversize Attachments, and was technically a subcollection of the White House Overflow File of miscellaneous presidential papers. (The box numbers reflect the original arrangement in the Overflow File.) The majority of items in Oversize Materials arrived with corresponding letters or cover memoranda, which remain in the White House Central Subject File, the White House Central Security Classified File, or the White House Central Name File. Response letters are usually filed there as well. The original correspondence bears a notation that the accompanying item had been placed in 'Oversize Attachments' storage. In most cases, a photocopy of the cover letter with the filing codes is included with the separated Oversize Materials item, which will point researchers back to the main file. Researchers may wish to first consult correspondence from the various White House Central Files, and then match this to accompanying attachments in the Oversize Materials collection. Note that the name of each individual writer is not always recorded, especially in the case of letters received from students, which are listed under the name of the school or town, or letters sent on behalf of an organization or company.
The Oversize Materials collection is not derived solely from mail directed to the President’s office. Many members of White House staff, including Pierre Salinger, Ralph Dungan, Evelyn Lincoln, and Lee White, had material routed to Oversize Attachments. There is a significant amount of material sent directly to the attention of Pierre Salinger. Large, perishable, or valuable items were ordinarily sent to the White House Gift Unit instead, and may be housed in the John F. Kennedy Library's Museum collections, maintained by the Museum's curatorial staff.
The White House Central File Oversize Materials collection contains items that were originally separated from the Central Files by the White House secretarial staff because they were bulky, voluminous, or physically did not fit into a standard box. Types of material include books and other publications, government reports, extra copies of department and agency memos, citizen petitions, letters and drawings from students, birthday greetings to the President, news clippings, scrapbooks and albums, artwork, college yearbooks, magazines and journals, poems, songs and sheet music, valentines, television transcripts, film scripts, posters, inspirational pamphlets, souvenir programs, tourism promotions, drafts sent for the President's approval, spiritual bouquets, photographs, and audio and film recordings. Although the subject content is wide-ranging, some prominent topics include the Cuban Missile Crisis, the Nuclear Test Ban Treaty, civil rights, the space flight of John Glenn, the threat of communism and the Soviet Union, natural disasters, the work of government agencies, trade and tariffs, and presidential gifts.
The Oversize Materials are arranged roughly in chronological order by date of the response letter, ranging from January 1961 to December 1963. Some of the material did not receive a response and this seems to be filed by the date it was received. There was often some delay in the processing of mail, especially around events that generated a large number of letters, such as the President's birthday or the Cuban Missile Crisis. The guide lists items at the box level as most material is not foldered. Extra large items are listed separately at the end of the collection (in OV and MAP boxes), and are not in chronological order. Some have been assigned individual item numbers.
The collection contains a significant number of audiovisual items, including photographs, audio recordings, and films. Some audiovisual items have been transferred to the Audiovisual Department, while others remain in the original boxes. Photographs that feature President Kennedy or have a particular significance to the Administration have been copied and removed to the Audiovisual Department, as have similar audio and film recordings.
