The file also contains a revised draft presidential message on health, written jointly by the Council of Economic Advisers and the Bureau of the Budget; a statement by the Consumer Advisory Council concerning the Citizens Committee (Harvey Committee) report on the Food and Drug Administration; an unattributed article for the New Republic on the state of the nation's health; highlights of HEW activities for fiscal year 1961; a paper titled "Indicators of National Developments That Will Affect Future Health, Education, and Welfare Activities" (August 1961); and a draft paper on education and economic growth.

Of note are a number of items that provide an historical overview of the government's consumer activities: a paper by Helen G. Canoyer titled "Government Agencies and the Consumer in Wartime"; a paper by Caroline F. Ware on her experience with consumer agencies from 1933 to 1963; and a memorandum by Robert Lampman on consumer representation in the Federal government. There is also a speech by Colston E.
