This folder contains material compiled by Walter W. Heller concerning the Brookings Institution. Types of items include letters, memoranda, speeches, papers, articles, notes, and meeting minutes. The most frequent correspondents are Walter S. Salant and Robert D. Calkins. The file includes two issues of The Brookings Bulletin (vol. 1, no. 3, Fall 1962; vol. 1, no. 1, Spring 1962); Brookings Research Report No. 7, "Effects of Fiscal Policy in the Postwar Recessions"; several summary reports on studies undertaken by the Brookings National Committee on Government Finance; a paper by Harvey E. Brazar titled "Some Fiscal Implications of Metropolitanism"; and a paper by Alice M. Rivlin titled "Research in the Economics of Higher Education: Progress and Problems." There are also two subfolders, one for the Brookings Tax Committee and the other for a meeting of the Advisory Committee of the Studies of Government Finance, of which Heller was a member.

This folder contains material pertaining to the Committee on Federal Credit Programs, which was formally established in March 1962 to review the legislation and administrative policies relating to Federal credit programs and assess their effectiveness in terms of the nation's goals. Walter W. Heller represented the Council of Economic Advisers on the committee. Note that while the original folder title is related to a specific meeting held at 2:30 p.m. on 30 October 1962 at the Treasury building, the folder also contains more general information about the origins of the committee and its work. Types of material include correspondence, memoranda, drafts, meeting agendas, and press releases. There are drafts plus a final published copy of the Report of the Committee on Federal Credit Programs to the President of the United States (11 February 1963). The file also includes a Brookings Institution report on the outlook for the U.S. balance of payments, which is likely misfiled, and an analysis of Federal credit programs by the Bureau of the Budget.

Folsom, director of Eastman Kodak Company, before the U.S. Senate Subcommittee on National Policy Machinery.
