This folder contains memoranda to and from Arthur Schlesinger, Special Assistant to the President, on various topics including an amendment to Executive Orders 10501 and 10816 for the automatic declassification of documents, the appointment of Rajeshwar Dayal as the United Nations (UN) Special Representative to Congo and its effect on United States and India relations, and a proposal to counteract the Soviet Union propaganda phrase of “peaceful coexistence.” Also included in this folder is a memorandum from Schlesinger to President John F. Kennedy titled, “How to Organize an Intelligence Service: Implications of the British Example.”

Materials concern the situation in Katanga; Indian troops in the Congo; and issues with President of the Republic of the Congo Joseph Kasavubu, Congolese politician Moise Tshombe, and Prime Minister of the Republic of the Congo (Leopoldville) Cyrille Adoula. Also included in this folder is correspondence between President Kennedy, President of Ghana Kwame Nkrumah and President of the Republic of the Congo (Brazzaville) Fulbert Youlou. This folder contains some foreign language material.

This file contains a copy and draft of Senator John F. Kennedy’s speech at the United Nations Association of Maryland dinner in Baltimore, Maryland. In his speech the Senator discusses the role of the United Nations in diplomacy and foreign policy efforts to meet global challenges, and the need for United States cooperation with the U.N. to secure regions under communist influence, specifically the Middle East and India. Of note is a draft with notations by Senator Kennedy.
