In his speech the President characterizes the project as an example of what can be accomplished through the diligent, cooperative efforts of many. Materials in this folder include a press copy, reading copy with handwritten notations by the President, and mimeographed copies of the speech, in addition to a program for the ceremony and a memorandum of background information from Kermit Gordon, Director of the Bureau of the Budget.

In his speech the Senator discusses ongoing investigations of the Senate Labor Committee's Legislative Subcommittee into labor racketeering cases and a need for legislation to protect against and prevent corruption in labor unions. Of note is a draft with notations by Senator Kennedy.
