Some material was widely distributed by the Bureau, while other correspondence is specific to discussions between the BOB and the Council of Economic Advisers. Correspondents from the BOB include Kermit Gordon (director), Elmer B. Staats (deputy director), Arthur B. Focke (general counsel), and Raymond T. Bowman (assistant director for statistical standards). The file also contains charts of Congressional actions on appropriation bills; reports on financial aspects of proposed and pending legislation; Congressional testimony of Gordon on the public debt limit; and a paper by Andrew H. Gantt II titled "Central Governments: Cash Deficits and Surpluses."

This folder contains carbon copies of outgoing correspondence and memoranda by Walter W. Heller. The items are mostly arranged in reverse chronological order. There is one misfiled letter from July 1962 at the beginning of the file. Occasionally there are letters signed by Heller's assistant, Charles A. Cooper, or his secretaries, Doris E. Gary and Barbara Peikin. Most correspondence from the end of the month was signed by Kermit Gordon as Acting Chairman.

This folder contains material pertaining to U.S. House Committee on Ways and Means hearings on President Kennedy's tax program for 1963. It includes statements by Douglas Dillon, Richard A. Musgrave, Frazar B. Wilde, and Kermit Gordon, as well as Council of Economic Advisers edits to one of Dillon's draft statements. There are also press releases from the Ways and Means Committee regarding decisions made during initial drafting of the tax bill legislation.
